ABOUT REM
Professionals Driving Organisational Energy Performance
A Registered Energy Manager (REM) is a professional registered with the Energy Commission who holds a valid Certificate of Practice to perform energy management functions under the Energy Efficiency and Conservation Act 2024 (EECA 2024).
An REM supports organisations by collecting and analysing energy data, developing and monitoring Energy Management Systems, preparing Energy Efficiency and Conservation reports, and recommending practical energy-saving measures.
WHY REM IS IMPORTANT ?
Energy consumers whose total energy consumption reaches or exceeds 21,600 GJ over 12 consecutive months are subject to specific regulatory obligations, including the appointment of a Registered Energy Manager (REM) within the timeframe stipulated by the Energy Commission.
ENERGY CONSUMPTION THRESHOLD
Is Your Facility Classified as an “Energy Consumer”?
The applicable threshold is 21,600 GJ. If the total consumption of electricity, gas or other fuels at your premises reaches or exceeds this amount over 12 consecutive months, your facility will be subject to the relevant regulatory requirements.

Location Rule
The calculation includes all activities conducted within the same site or premises.

Calculation Boundary
The calculation must include production energy, such as machinery and production lines, together with non-production energy, including lighting, office air conditioning and utilities.
In summary, all energy consumption within the site or premises boundary must be calculated collectively to determine whether the facility reaches the 21,600 GJ threshold.
MAIN RESPONSIBILITIES
Core Responsibilities of A Registered Energy Manager
The role of a Registered Energy Manager is grounded in data analysis, effective governance and the continuous improvement of organisational energy performance.
Collect and Analyse Energy Data
Evaluate energy consumption trends, patterns and variations, while identifying Significant Energy Uses within organisational operations.
Develop and Implement an Energy Management System
Support the development of energy policies, objectives, targets, action plans and resources required for an effective Energy Management System.
Monitor Performance and Prepare Reports
Verify data accuracy, monitor the implementation of the Energy Management System and prepare Energy Efficiency and Conservation reports in accordance with the Energy Commission’s requirements.
Recommend Energy-Saving Measures
Recommend practical energy-efficiency measures, including appropriate measurement and verification plans based on the organisation’s requirements.
CERTIFICATION PATHWAYS
REM First Type and REM Second Type
Review the registration requirements for each type based on the official guidance issued by the Energy Commission.
FIRST TYPE
REM First Type (Type 1)
• Must be a Malaysian citizen.
• Holds a degree in science, engineering, technology or architecture with at least two years of working experience; or a relevant diploma with at least ten years of working experience.
• Eligible professional registration pathways are also available under BEM, MBOT or LAM, subject to the experience and training requirements determined by the Energy Commission.
• Must complete the REM First Type training course and assessment where mandatory.
• Must demonstrate satisfactory knowledge of the requirements of the Act and Regulations.
Note: The REM First Type training certificate is valid for five years from the date the training is completed. Professional Engineers are only required to complete the assessment conducted by the Energy Commission or a Registered Training Institution.
SECOND TYPE
REM SECOND TYPE (Type 2)
• Must have been registered as a REM First Type for at least one year.
• Must hold a valid REM First Type Practising Certificate.
• Must demonstrate satisfactory knowledge of the requirements of the Act and Regulations.
• Must successfully complete the REM Second Type training course and assessment recognised by the Energy Commission.
• REM First Type training must be completed before undertaking REM Second Type training.
Note: The REM Second Type Training certificate is valid for five years from the date the training is completed
